Spotted Sandpiper? Juvenile

Juvenile  and  tiny  in  size.  No  spots  on  the  chest  yet  so  Spotted  Sandpiper  is  a  guess.
Semipalmated  sandpiper  is  also  possible.  Winter  plumage.  no  spots  on  chest.
